SUPPLEMENTAL FINAL ENVIRONMENTAL IMPACT STATEMENT & RECORD OF DECISION

The Federal Highway Administration and the Wisconsin Department of Transportation released the approved Supplemental Environmental Impact Statement (FEIS) and Record of Decision (ROD) on I-94 East-West corridor on March 8, 2024.

This Supplemental Final Environmental Impact Statement and Record of Decision (FEIS/ROD) is the documentation of technical studies and reports, intergovernmental coordination, public outreach, and incorporation of feedback.

The FEIS/ROD identified the preferred alternative and presents the basis for the decision and provides information on mitigation measures that will be taken to offset impacts. It is final environmental approval needed before proceeding to final design and construction. Modification to the project design as well as new and updated project information are included in the FEIS/ROD. It also reports the results of the December 2022 public hearing and public and agency comments on the Supplemental Draft Environmental Impact Statements.
Section 106

HISTORIC PRESERVATION

Section 106 of the National Historic Preservation Act of 1966 requires federal agencies to consider preservation values when proposing projects that may affect historic properties. Overseen by the Advisory Council on Historic Preservation, the review process relies on public input and feedback, ensuring agencies notify and consult with the public to resolve impacts on historic properties before proceeding with potentially damaging projects.

GREENHOUSE GAS ANALYSIS AND MEMO

As part of the I-94 East-West Corridor project, WisDOT completed an analysis to examine the potential greenhouse gas emissions of project construction and future traffic operations. WisDOT examined each of the build alternatives carried forward in the Supplemental Draft EIS.

The Supplemental Draft Environmental Impact Statement (EIS) documents the need for proposed improvements, the alternatives developed to address the need for the project, the environmental impacts of the reasonable range of alternatives being considered, and potential mitigation measures.

The Supplemental Draft EIS includes the information contained in the original Final EIS, along with updated information on traffic, safety, impacts to the natural environment, and new alternative designs and analysis. WisDOT and the Federal Highway Administration are evaluating the input received during the comment period.
