how COMMUNITY voices have shaped the project
Public involvement is vital to every WisDOT project and has always been a priority for the I-94 East-West project. WisDOT has engaged with community members and stakeholders throughout the life of the project, gathering feedback from the public, businesses, agencies and local governments. Through public information meetings and community events, members of the general public have shared their concerns and suggestions on topics including traffic patterns, noise levels, and safety. Feedback collected has helped shape the project’s design, ensuring it addressed the needs of all users. While this is a complex project with many varying opinions about the details, people uniformly want safer driving conditions. This I‐94 East‐West Corridor Study stands on the shoulders of over two‐decades of planning, design work, and public engagement in this corridor.
PUBLIC INPUT MATTERS
WisDOT continually seeks feedback and collects comments about the project, giving people a voice in their transportation systems. Public input has been a direct factor in these major design decisions:
2020 to Present:
- Completed a Supplemental Environmental Impact Statement (SEIS) and Record of Decision (ROD)
- *Reduced residential displacements from eight to one. Reduced commercial displacements from eleven to six.
- *Added connection of Hank Aaron State Trail and Oak Leaf Trail as part of Stadium Interchange redesign.
- *Included $25-$30 million of funding for transit as construction mitigation.
- *Reduced the height and overall size of the interchange.

Prior to 2020:
- Dropped double-deck alternative
- Designed connection of eastern Washington Street termini to 60th Street through the business park
- Kept 35th Street Interchange
- Kept 25th-28th Street Interchange (dropped more impactful off alignment alternative)
- Kept split diamond 68th/70th Street Interchange
